Andrea Caroni is now an honorary professor

The University of St.Gallen has appointed Dr Andrea Caroni as an honorary professor of public law. Andrea Caroni is president of the Council of States, a practising lawyer and a long-standing lecturer at the Law School.

Dr Andrea Caroni was appointed an honorary professor at the University of St.Gallen (HSG) on 11 March 2025. He has been a lecturer at HSG's Law School since 2013. Among other things, he founded and organises the very popular course “HSG in the Federal Parliament – Lawmaking in Practice” together with Prof. Dr. Stefan G. Schmid. Andrea Caroni continued to work in academia after completing his doctorate (summa cum laude), as evidenced by his co-commentaries in the fourth edition of the St.Gallen Commentary and the Commentary on the Parliament Act, of which he is co-editor. His academic background is also reflected in his involvement in civil society organisations, for example as president of the Swiss Society for Parliamentary Issues (SGP), on the board of the Swiss Society for Legislation (SGG) and on the board of the Swiss Association of Procedural and Institutional Law of the Judiciary (SVVOR).

Experienced member of the National Council and Council of States

Andrea Caroni was elected to the National Council in 2011, where he served until he joined the Council of States in 2015. He is a member of numerous parliamentary commissions, some of which he has also chaired, to which he contributes his expertise. On 2 December 2024, he was elected president of the Council of States for the 2024/2025 term of office. 

The appointment of Andrea Caroni as an honorary professor of public law not only recognises his academic and political achievements, but also his role as a bridge-builder between jurisprudence, practice and society. His ability to make legal topics understandable and accessible, his many years of experience in public service and his commitment to the rule of law make him an inspiring figure for the next generation of lawyers. His appointment strengthens HSG's ties to political practice and gains it an outstanding expert who will educate students at a high academic level and offer them valuable insights into the application of public law.
