Appointment: Patricia Egli

Prof. Dr. Patricia Egli is full professor for public law specialising in constitutional law with effect from 1 February 2019.

1 February 2019. Prof. Dr. Patricia Egli, born on 23 December 1972, is a Swiss citizen.

After studying in St.Gallen, Friborg and Lausanne, she completed her degree in law at the University of St.Gallen in 1998 with a licentiate. Subsequently, she worked as a research assistant in the fields of public law, international and European law at the Europa Institut in Zurich and at the University of St.Gallen. In 2001, after a research stay as an SNF scholar at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg, she obtained her PhD at the University of Zurich with a thesis entitled "Drittwirkung von Grundrechten: Zugleich ein Beitrag zur Dogmatik der grundrechtlichen Schutzpflichten im Schweizer Recht" (Third-party effect of civil rights: at the same time an essay on the dogmatics of constitutional obligations under Swiss law). She then gained professional experience in the legal profession as well as in courts before being admitted to the bar in 2003. After completing her practical work, she worked as a research associate and lecturer in public law at the University of St.Gallen.

In 2006 and 2007, she completed a Master of Law (LL.M.) at Yale Law School. Following research stays abroad, she completed her post doctoral studies in 2010 with a thesis entitled "Die Bundestreue: Eine rechtsvergleichende Untersuchung" (Allegiance to the federal government: a comparative legal analysis) and was appointed private lecturer in public law, European law and international law at the University of St.Gallen on 1 January 2010. She also gained further professional experience at the Federal Administrative Court and the Administrative Court of the Canton of Zurich, where she has served as a substitute judge since 2014. She is active in several national and international associations and, since 2010, has been a member of the board of the Swiss section of the International Commission of Jurists. In March 2013, she was appointed Assistant Professor of Public Law, International and European Law at the University of St.Gallen, where she took over the BLaw/MLaw curriculum management, a post she still holds today. She has also been heading the Research Institute for Information Law (FIR-HSG) as its Co-Director since 1 July 2015.

Research focus: Civil rights and federalism

Prof. Dr. Patricia Egli's main research areas include questions of constitutional law at national and international level, on the one hand. In her most recent research, she examined the impact of digitalisation on the freedom of speech and the shaping of opinion in connection with the protection of political rights, as well as the interface between constitutional guarantees and public security. On the other hand, Patricia Egli addresses federal issues within the framework of the federal, European and international legal system. Her most recent papers deals with the position of the cantons and their cooperation at federal level, and the jurisdiction of the U.S.  Supreme Court on the position of states in the US. Patricia Egli's research work is reflected in numerous publications, which also include issues of international law and aspects of comparative constitutional law. Her essays, book contributions and reviews have been published in German and English in national and international journals. The strength of Ms. Egli's publications lies in the fact that she addresses current issues and critically appraises them with comprehensive and thorough consideration of doctrine and case law.

Considerable experience in academic teaching

Prof. Dr. Patricia Egli has considerable academic teaching experience She has been lecturing at the HSG for many years in German and English in legal compulsory subjects and core electives at assessment, bachelor and master levels. She has taught courses in constitutional law and methodology at other universities. In addition, she supervises numerous master theses and seminar papers. From 2004-2006 she completed the HDZ-HSG's university didactics training programme, and in 2007, attended didactic courses at Yale University's McDougal Graduate Teaching Center. Ultimately, Prof. Dr. Patricia Egli also contributes to the regional anchoring of the Law School and the university by giving public lectures at the university.
